Position Overview

VTV Supply, Logistics & Technology is seeking a highly capable and entrepreneurial Chief Operating Officer (COO) to serve as the company's senior operational executive and strategic partner to the CEO.

The COO will be responsible for converting VTV's strategic vision into disciplined execution while building the operational infrastructure necessary to scale the company.

This executive will oversee the company's supply chain, procurement, logistics, fulfillment, operational performance, vendor and manufacturing relationships, product commercialization, quality, and organizational execution.

VTV is building a company at the intersection of supply, logistics, and innovative technology. The COO must therefore be comfortable operating in a growth-stage environment where the executive team is expected to both establish strategy and execute.

The successful candidate will be a builder, operator, and leader capable of creating scalable systems while maintaining the speed and entrepreneurial mindset necessary for a growing company.

Essential Duties & Responsibilities


Executive Leadership & Strategy

  • Serve as the CEO's primary operational partner.

  • Translate company strategy into measurable operational objectives and execution plans.

  • Establish annual, quarterly, and monthly operational priorities.

  • Develop the organizational infrastructure necessary to support VTV's growth.

  • Provide operational recommendations to the CEO regarding investments, staffing, suppliers, partnerships, products, and expansion opportunities.

  • Establish executive dashboards and reporting mechanisms for company performance.

  • Identify operational risks and develop mitigation strategies.

  • Participate in strategic planning, budgeting, forecasting, and company growth initiatives.

Operations Management

  • Direct VTV's day-to-day operational activities.

  • Develop and implement scalable operating procedures, policies, and workflows.

  • Establish accountability systems across the organization.

  • Create operational KPIs and performance-management processes.

  • Identify bottlenecks and implement continuous-improvement initiatives.

  • Develop capacity plans supporting future growth.

  • Establish business-continuity and operational-risk plans.

  • Ensure operational execution supports VTV's customer commitments and financial objectives.

Supply Chain & Procurement

  • Develop and execute VTV's supply-chain strategy.

  • Identify and qualify domestic and international suppliers and manufacturing partners.

  • Negotiate pricing, lead times, minimum order quantities, payment terms, and contractual conditions.

  • Establish supplier scorecards measuring cost, quality, delivery, and responsiveness.

  • Develop alternate sourcing strategies to reduce supply-chain risk.

  • Manage purchasing and procurement activities.

  • Establish demand-planning and inventory-management processes.

  • Improve inventory turns while maintaining appropriate product availability.

Logistics & Fulfillment

  • Oversee receiving, inventory control, warehousing, order fulfillment, transportation, and delivery.

  • Establish inventory-accuracy and cycle-count programs.

  • Develop shipping and fulfillment standards.

  • Manage carrier and third-party logistics relationships.

  • Monitor logistics costs and identify cost-reduction opportunities.

  • Establish scalable fulfillment processes capable of supporting significant increases in order volume.

  • Maintain high standards for order accuracy and on-time delivery.

Technology & Product Commercialization

  • Partner with the CEO and technical resources to move VTV product concepts from idea to commercial launch.

  • Develop a structured product-development and commercialization process.

  • Coordinate prototype sourcing, testing, manufacturing, and production readiness.

  • Evaluate proposed products for operational feasibility, scalability, cost, and profitability.

  • Establish target manufacturing costs and product margins.

  • Develop relationships with contract manufacturers and technology partners.

  • Create launch-readiness requirements for new VTV products.

  • Ensure products can be manufactured and delivered reliably before commercial release.

Financial Performance

  • Assist in developing VTV's annual operating budget and financial forecasts.

  • Maintain disciplined management of operating expenses.

  • Establish product-level cost and margin visibility.

  • Monitor gross margin, operating profitability, working capital, and inventory investment.

  • Evaluate major operational expenditures and investments.

  • Develop cost-reduction initiatives without compromising quality or customer experience.

  • Provide operational data supporting company financial planning and potential investor discussions.

Quality & Compliance

  • Establish VTV's operational quality standards.

  • Develop supplier and product quality requirements.

  • Implement corrective-action processes.

  • Establish documentation and record-control requirements.

  • Ensure compliance with applicable contractual, regulatory, and customer requirements.

  • Develop operational infrastructure capable of supporting future government and commercial certifications.

Government & Commercial Operations

  • Develop scalable operations capable of supporting commercial, government, defense, public-safety, and other institutional customers.

  • Support proposal development with operational plans, pricing inputs, delivery strategies, and capability information.

  • Assist in establishing infrastructure supporting government contracting requirements.

  • Evaluate strategic manufacturers, subcontractors, distributors, and logistics partners.

  • Ensure VTV possesses the operational capacity required to successfully execute contracts after award.

Organizational Leadership

  • Recruit, develop, and lead VTV's operational organization.

  • Establish clear roles, responsibilities, and accountability.

  • Develop performance expectations for operational personnel.

  • Mentor and develop future VTV leaders.

Build a culture centered on discipline, accountability, innovation, teamwork, and execution.

Establish an organization capable of scaling without losing VTV's entrepreneurial culture.

Key Performance Indicators

The COO will be evaluated against measurable business and operational results, including:

  • Revenue execution against operating plan

Required Qualifications

  • 10+ years of progressive operations, supply-chain, logistics, manufacturing, technology, or related leadership experience.

  • Demonstrated senior leadership experience with responsibility for operational performance.

  • Experience developing and scaling operational systems and teams.

  • Strong understanding of supply-chain management, procurement, inventory, logistics, and fulfillment.

  • Experience managing vendors, suppliers, manufacturers, and strategic partners.

  • Strong financial and business acumen.

  • Experience with budgeting, forecasting, cost management, and operational performance.

  • Demonstrated ability to lead cross-functional teams and complex initiatives.

  • Strong negotiation, communication, analytical, and problem-solving skills.

Preferred Qualifications

  • Previous COO, VP of Operations, Director of Operations, General Manager, or comparable executive leadership experience.

  • Experience within a startup, emerging company, or high-growth organization.

  • Experience bringing physical or technology-enabled products from concept through commercialization.

  • Government contracting or defense-industry experience.

  • Experience working with domestic and international manufacturers.

  • ERP, inventory-management, and operational analytics experience.

  • Military leadership experience or experience supporting military, government, public-safety, or emergency-response customers.

  • Advanced degree in Business Administration, Supply Chain Management, Operations, Logistics, Engineering, or a related discipline.

Compensation

Base Salary: $150,000 annually

Performance incentives may be tied to company revenue, profitability, gross margin, operational efficiency, on-time delivery, inventory performance, and successful commercialization of new VTV products.

What Success Looks Like

First 90 Days

Assess VTV's current operations, supply chain, vendors, product pipeline, costs, risks, and growth requirements. Establish operational priorities, KPIs, and an execution rhythm.

First 6 Months

Implement core operating systems, supplier-management processes, inventory controls, financial visibility, product-commercialization processes, and executive reporting.

First 12 Months

Build a scalable operational platform capable of supporting significant revenue growth, additional VTV products, larger customer contracts, and expansion into commercial and government markets.

The VTV COO

VTV is not seeking an executive who simply maintains existing processes.

We are seeking someone who can build them.

The COO must be equally capable of participating in executive strategy and getting directly involved when execution requires it. This individual will help build the operational foundation upon which VTV Supply, Logistics & Technology can become a scalable national organization.
